Fit for service means that they can be deployed in the units.They dont have to train first,they alredy had traning.

You are saying that you have no evidence. Ok. That doesnt necessarily mean you are wrong. But I need evidence to convince me.

Wikipedia is saying that, in effect, only 10% of Russians are forcably conscripted. That would not support your 40 million figure.

Ok this is how it goes. Lets say in some Russian town is Russian first infantry division. The size of the 1 division is 10000 men. And now there are 4000 men in the barracks of the 1 division’s the 6000 if waiting in reserve. Witch means that the surtan % of reserve troops will be deployed in the units and the rest in T.D.(territorial defense).The size of Russian army is 4 million troops(active +reserve).The T.D is also reserve but there are no units to deployed them in.

In Serbia there are 8 million people. From witch 5 million are over 18.Les then half are men. So 2 million-people over 60=1,25 million men over 18-55.They all served in army.
All males are obliged to serve the army by the law.

Wikipedia is saying that is wrong. That only 10% are required to serve.

In serbia all males.

In Russia the 10% must serve in the army. But that was introduced recently.
But you must calculate the number of people that served the army before the reforms. People above 25 years.
As you could have seen, the Russian army is reforming to be professional. Made out of contract soldiers and volunteers.

So the capacity of Russian army is much bigger than 4 million. But in the coming years it will drop, as les young people serve the army.
