Lawyers, doctors and policemen helped criminals released

Belgrade police yesterday arrested several lawyers, doctors of the Military Medical Academy and policemen who were on the payroll of the criminals for helping them not to be arrested and criminally prosecuted.

In the Home Ministry’s press release it is said that the action was carried out after several months of work and in coordination with other state bodies.
‘In fighting corruption, the police arrested several individuals from Belgrade, Kragujevac and Jagodina that were members of an organized criminal group consisting of several lawyers, police officers, doctors and mediators. They were taking bribe for protecting criminals from criminal prosecution’, the press release reads.
As ‘Blic’ learns the lawyers were in the main role. In order to protect their clients they were offering bribe to policemen and doctors. The role of policemen was to make reports but without crucial pieces of evidence that would charge criminals. Doctors were supplying false medical documentation claiming that suspects were affected by serious diseases what made their release from detention possible.

Today marks the fourth anniversary of the murder of Duško Jovanović, director and editor-in-chief of daily Dan.

Killers and those who ordered the assassination are yet to be brought to justice.

Jovanović was shot on May 27, fifteen minutes before midnight in front of the building where he worked. An autopsy revealed that he had been hit more than ten times. He died in hospital the following day.

Only famous Montenegrin karate expert Damir Mandić was ever tried for Jovanović’s murder, but was acquitted “due to a lack of evidence.”

After the prosecution’s appeal against the verdict of Montenegro High Court Judge Radovan Mandić was turned down, Damir was released, having spent two years in custody. The Appeal Court of Montenegro overturned the judge’s verdict and ordered the case to be retried.

The family of the murdered editor, former colleagues, the Lawyers’ Association, and the opposition protested against the High Court’s verdict, reiterating that a team of police experts from Wiesbaden had found considerable evidence linking Damir to the murder.

A DNA analysis taken from the vehicle used in the attack showed that Mandić had been in the car, and that he had been holding the murder weapon. The analysis also showed traces of Mandić’s DNA on an empty can of Red Bull, found next to the car.

Traces of gunpowder were found on the clothes he was wearing on the night of the shooting, and an examination of Mandić’s mobile phone showed that he had been in Jovanović’s vicinity at the time of the shooting.

Damir Mandić’s acquittal sparked uproar in Montenegro. Members of the Lawyers Association, journalists and various NGOs stated that Mandić’s acquittal was a warning to society that it was descending into anarchy by allowing the perpetrators of the gravest crimes to walk free.

Tobacco Mafia case trial begins

The trial of a group led by Stanko Subotić, a.k.a. Cane, started today in the Special Organized Crime Department of Belgrade’s District Court.

Subotić is currently detained in Russia awaiting extradition.

Former customs chief Mihalj Kertes, Subotić and 13 others are suspected of organizing a cigarette smuggling operation between 1995 and 1997, and earning some DM 56mn and almost USD 8mn from the illegal activity.

Subotić is accused of being the leader of the criminal group.

The other indictees include late Serbian strongman Slobodan Milošević’s son Marko.

Court spokesperson Maja Kovačević said today in Belgrade that the fact Subotić is not present in the court will not affect the trial.

The trial chamber during the day Monday decided to separate the processes, awaiting Subotić's extradition.

Macedonian court ordered a 30-day detention in absentia for Stanislava Poletan (Chochorvska), suspected of having orchestrated the transport of 486 kilos of cocaine seized at Blace border crossing.

Poletan has a dual citizenship - Macedonian and Serbian. According to latest information about her whereabouts, she is in Serbia, police said at today's briefing in Skopje.

Macedonian Interior Ministry says Poletan's companies had been involved in cigarettes and alcohol trading during the former Slobodan Milosevic's regime.

The cocaine shipment was to be delivered to certain people in Greece, and its final destination was Western Europe.

Truck driver Alija Azirovic, Poleta's close associate for more than 20 years, has been detained by Macedonian police.

Stanislava Chochorovska is said to have been linked with the long-serving chief of Macedonian secret police Slobodan Bogoevski. The both were born in Struga's nearby village of Vevcani.

She become involved in the affair dating from the year 2000, when she threatened to disclose a video footage showing friendly ties between some Macedonian citizens and Slobodan Milosevic's son Marko including his former friend Vlado Kovacevic alias Tref. They were claimed to have been in charge of whiskey and cigarette smuggling at Serbian market.

Chochorovska is also under an investigation into suspected illegal transfers of football players from Obilic club, owned by Zheljko Razjnjatovic also known as Arkan.

She i9s married to Ranko Poletan, a former commander of Arkan's paramilitary unit Tigers.

Deputy District Attorney says district attorney offices are inefficient and politicians often fail to submit data on corruption.

“The State Attorney’s Office received guidelines from the EU on how to efficiently curb corruption, which entails forming a ‘supreme coordinating body’ for this purpose”, said Jovan Krstc.

He explained that such a body would create mechanisms for transferring data to competent bodies and district attorney’s offices without public debate, adding that awareness of corruption had to be rasied to a higher level.

Serbian politicians tend to hide corruption data for personal or political reasons. Krstic emphasized that corruption was such a complex problem that certain state attorney’s offices, in Romania for example, appointed 500 district attorneys to handle corruption issues. Krstic criticized the structure of domestic district attorney’s offices, calling them autocratic and rigid. “District attorney’s offices are full of false authorities, different opinions and guidelines which are often not consistent with law or the EU guidelines”, Krstic added

Belgrade – The police are investigating whether a judge of the District Court was involved in protection of criminals together with lawyers, policemen and doctors. That judge’s name is kept secret. He was allegedly to take money for release from detention of a drug-dealing suspect.

The police action shall be continued until all facts are established. So far ten individuals have been arrested. Their activity was closely watched over several months. The taking of bribe was video and audio recorded.
The group consisting of two lawyers, one female doctor and four policemen had several methods of work. One of them was a very well paid was false reporting of child abuse and family violence. One parent would be deprived from and the other one would be given custody over children. ‘Settlement’ of just one of such cases cost even up to EUR 15,000. This group also protected criminals from arrest and prosecution by making false police and medical reports.
