Many solutions have been offered, but I believe that this is the correct one. First, we have to remember that Iraq was doomed to division from the start, since it was an artificial construct of the British. That leads to the first step we need to take. We must meet with moderate leaders of the Shiites, the Sunnis and the Kurds and create three separate nations. Providing humanitarian aid to refugees and preventing violence along the new borders during the process would then be our major responsibility. We should begin to withdraw our troops after the agreement is made, bringing home 10% percent of them each month for 10 months. Any comments?

How was it a phony theory. Bush said there was WMD based on the intelligience provided. Everyone knows intelligience is not 100% fact, so the theory was sound. Given Saddam was hiding all sorts of things, I wasn't surprised the U.S. invaded. Obviously in the end the intelligience was fudged, but the theory is still the same and theres nothing phony about it.
I don't think we can assume there is more Al-Qaeda recruits just because we see more terrorism on TV.
It is quite frankly ridiculous to break up Iraq. Obviously it is a divided country, but thats why its a Federal State. Obviously when a federal parliamentary democracy is created out of thin air theres going to be problems, but like any other parliamentary democracy, they will figure out how to work together eventually.
Once the appropriate number of Iraq police and soldiers are trained, it would be easy for the U.S. to withdraw switfly. I don't know how many Iraq police and soldiers need to be trained, but the U.S. should keep enough soldiers their until that task is done.
