But fear not, you're not alone. Clearly [b]the concept of negotiation and compromise[/b] is a very difficult concept for the current occupant of the White House, as well. He's learning, as he's evidenced by compromises on trade and immigration, but he's not a very good student.

To define this would only be possible if anyone knew if it was Cheney who approached Bush first or vice versa.
