If there is a troop "reduction" it will be either because:
1. The "surge" has begun to subside... or... 2. There will be a brief moment in the normal troop rotation when a dip occurs and the Liar-In-Chief will cite it as a promise kept. We have released the dogs of war throughout the Middle East. |

There will, of course, be a reduction in US troops by next spring. If it doesn't come about from a policy change forced by Republican defections in the Senate, it will come about simply because the current level of troop commitments cannot be sustained past next April without further extending rotations. They're simply isn't enough cannon fodder to send and Gates is unwilling to extend the current 15 month deployments further.
It will have nothing to do with "progress" in Iraq. "Progress" will be defined by whatever the conditions on the ground are at that point.
