If we assume that the Nobel Peace Prize is really about Peace Makers, then President Putin is a good candidate in that he saved Russia from dismantlement and is restoring Russia. Putin stopped the slaughter of several hundred thousand people in South Ossetia and Abkhazia, much to the opposition, anger and distress of US and European politicians. More recently he stopped the USA from launching a full scale war against the people of Syria. These accomplishments are miraculous considering the forces arrayed against Putin's Peace Efforts.
Putin is a bit statist, but nowhere near like Obama.. Obama has trampled like half of everybody's rights and helped cement pretty much total control in so many things into the federal government.
Putin has probably trampled on less rights than Obama, but that's because Russians have few rights to begin with.
Putin doesn't legislate.. I thought you were making an individual comparison between heads of state, not the countries themselves. Yes there are human rights issues in Russia but no worse than the USA.. Remember the spying ring and the gulag where people get tortured with no trial and the centralization of power into the Federal Reserve, and the ACA and the etc. and these are all Obama.. Putin has a list but it's just not as big.
While I'd agree that our government has been up to some shady things, we're not on the Russia level when it comes to abuses. Obama is also not on Putin's level with that either. However, if you really believe that, I'm surprised you're still here. If I truly believed we were on the same level as Russia in terms of abuse of power and human rights issues, I'd already be in Canada.
