You have to also step back and look at the items that was sold to Iraq were. Everything that was sold to Iraq and used in it's WMD production is what falls under "dual use". And the equipment was not specifically designed for use in making chemical weapons. Duel use simply means that it can be used for good or evil purposes. The same kind of plant that makes pestacides for the agriculture industry can also make nerve gas. The same equipment used to make antibiotics and innoculations can also be used to make biological weapons. And the same equipment that is used to make fertilizer can also make explosives. This is the danger with "dual use". You have to rely on the country actually useing the equipment in the way they claim they will. The same centrifuges used for a great many chemical and industrial uses can be used to refine bomb grade uranium. High precision lathes and other equipment can make precision telescope lenses, or precision bomb componants. All of this "dual use" equipment sold to Iraq was sold with the claim that it was for such uses. However, once they got it they then turned around often times and did other things. And remember, this was a US embargo, not an International one. If they had not bought them from the US, nothing would have stopped them from buying the equipment form East Germany, North Korea, or the Soviet Union. And the same goes for the biological samples. This is part of a service that the CDC has done for decades for every country on the planet. If a legitimate national health service, research organization or medical school asked for such samples, they would have been sent. Even the USSR frequently exchanged such samples with the CDC. Nothing sent to Iraq under this program was anything close to "Weapons Grade". However, once it was realized what they had done with the material provided, the CDC made major changes in how they exchanged biological samples.

That is six of one, half dozen of another. The Soviets concentrated in perfecting their technology in regards to Earth Orbit. When it came to things like space stations and volume of launches, they did have the advantage. The US never could build space stations like they did. However, when it came to things like heavy lift rockets, robotic probes and reuseable orbital vehicles, they could not come anywhere close to the US. Look at their failed N1, Polyus and Buran projects to see how well they did there. And I would not even call their R-7 series of rockets "advanced". There have been few changes in this system since they used the earliest version to launch Sputnik. As far as "US rocket technology", it's use since the 1970's has primarily been for the launch of satellites. And while our primary launch vehicle (the Boeing Delta series) has been upgraded several times. But we also use several others, including the Lockheed Atlas V, Falcoln 9 (which they intend to make a reuseable system, uses such exotic materials as cork for an ablative coating, and does not use LOX), and the solid fueled and winged LEO rocket, the Pegasus. I am not sure why you say the US technology has "stalled". Having worked for a Satellite company, I have seen nothing of the sort.

Their rocket design won the space race (re-usable, afforadable) while usa for decades tried to make the shuttle work, (which was years of ahead of its time.) Now russia is the world leader, europe is catching up. And the usa is declining while tightens its belt in the numerours wars involved with.

You do realize that the equipment used to make chemical weapons have a whole host of legitimate civilian uses don't you? If I were a gambling man I would wager that the vast majority of so called "chemical weapons equipment" provided to Iraq was actually used for civilian manufacturing.
