What is the reason for this? Why can't equality in American happen. Is it really not that hard to pick the best person for the job. White people really dont like hiring the best people the job.

You are implying two things 1-Black people are never in the position to hire others 2-Black people are clearly the best people for the job
Honestly, you need to make a comparison between the fields/majors that each of these groups choose to study in college. I have a whitey friend who went to a good college for a history degree and ended up going to community college after he graduated from the 4 year university to get a degree worth anything in the real world.

I recently applied for a Computer Tech job. There ware a lot of applicants one guy had the same education as I do, except he came to the interview with funky hair, tats all over and saggy pants with his underwear showing. A friend of mine got the job. That saggy pants dude could have had a PHD and still wouldn't have gotten the job. Was he qualified, I'd say he was. His appearance and demeanor made sure he would fail.
thats too much unfair leeway for employers, appearance should never be used to judge productivity that is and always remains to be seen on the front lines.
If it was my company, I'd have tossed him out without the interview. That isn't the image of my company I want my employees to project to prospective customers. When he can present a positive image of the company he'll be representing, I'd definitely consider him. Sorry, that's just a fact of life.
for a computer tech job how much face to face interaction with the prospective customer? some jobs allow for liberal appearances like that if he was meeting with clients then maybe but not in this instance its an overreach of the private sector

Yes, Racism and Discrimination both play a large factor in the reason while unemployment rates don't match up. Any White person who thinks otherwise is living in a fairytale land, and is in complete denial. However, it isn't the only factor that plays a part. The typical black attitude also plays an equal role in the reason the unemployment rates don't match up, and any black person who doesn't think so is ALSO living in a fairy tale land.
