On it's face, it seems that this is poorly-planned political pandering to the anti-immigrant groups on the right. Considering that New Hampshire borders Quebec, I can't imagine that illegal immigration is a real issue over there. Legal immigration to the US from Canada is pretty easy. However, it is expensive to fund an election bid, so why would anyone want to expend resources and effort into campaigning to people who cannot vote?
