A former Connecticut state trooper and her husband were arrested Thursday on charges of running a prostitution ring.
NBC Connecticut obtained court documents that showed Pearl Kelly-Paris was running the illegal business with her husband, Jaykuan Paris, while still on the force.
The State Police Statewide Organized Crime Investigative Task Force began an investigation 11 months ago after receiving information from federal authorities regarding possible prostitution activities in Connecticut.
Kelly-Paris, 43, of New Britain, retired from the State Police in 2010, before the prostitution investigation began, according to Lt. Paul Vance. She had also worked as a state correction officer, Vance said.
NBC Connecticut went to her New Britain home, Conn., but no one answered the door. Her neighbors were shocked by the allegations.
I'm surprised especially living in this part of town, said Jeanette Thomas.
Kelly-Paris arrest warrant was sealed, but her husbands wasnt and it detailed some disturbing allegations. The paperwork showed that in 2010, when she was still working as a state trooper, her husband was renting rooms for prostitutes in the Super 8 and Motel 6 in Rocky Hill and often used her name
One of the alleged prostitutes reportedly said she saw Kelly-Paris drive up in a police cruiser wearing her uniform and met up with her husband, then gave him a digital camera. That woman alleged he then took pictures of the girls working for him to post prostitution ads on Craigslist.
A state trooper is supposed to protect the place...not bring that kind of trash in, Thomas said.
In the arrest warrant, the alleged prostitute told investigators Kelly-Paris would take the dates if customers were interested in someone older, and the workers were instructed to call her if someone made the request.
State Police said they started investigating her after she left the force, and on Thursday they still had many unanswered questions.
Both Kelly-Paris and her husband Jaykuan Paris are facing criminal charges in connection with the crime.
Kelly-Paris was released on a $50,000 bond. She is scheduled to appear in court on June 11.

The video is chilling, but it's also a sign of the times......
"Your First Amendment rights can be terminated," yells the Chicago police officer, caught on video right before arresting two journalists outside a Chicago hospital. One, an NBC News photographer, was led away in handcuffs essentially for taking pictures in a public place. He was released only minutes later, but the damage was done. Chicago cops suffered an embarrassing "caught on tape" moment, and civil rights experts who say cops are unfairly cracking down on citizens with cameras had their iconic moment.

Tales of reporters, protestors and citizen journalists being threatened or arrested for filming law enforcement officials during disputes are on the rise, critics say, with Occupy Wall Street protests a lightning rod for these incidents. The National Press Photographers Association claims it has documented 70 such arrests since September and, in May, called on U.S. Attorney General Eric Holder to focus attention on the issue.

"The First Amendment has come under assault on the streets of America," the photography association said in a letter to Holder that was also signed by several other interest groups. "Police have arrested dozens of journalists and activists simply for attempting to document political protests in public spaces.

Such allegations are ironic, given the sharp rise in police surveillance technology, which gives cops vast capabilities to film citizens, said Catherine Crump, an American Civil Liberties Union attorney.

"It is true that Americans are photographed more and more today as they walk around in public spaces," Crump said. "And it is ironic that law enforcement agencies are objecting when the same activity is being used to film their activities. But it's not surprising because there's often a double-standard in this space."

There's always been a tense relationship between cops and cameras, but that relationship is being pushed to the brink now that half of U.S. adults carry smartphones, nearly all of them capable of filming and sharing visuals instantly with the whole world via the Internet. Cops at Occupy Wall Street protests -- such as those at Zucotti Park in New York City -- routinely deal with dozens of amateur photographers shoving cameras in their faces, many of them aggressive. It's not hard to see how the cameras can escalate an already tense situation.

But First Amendment law is clear: Citizens in public spaces have a right to film things they see in plain sight. Courts have repeatedly upheld that right in high-profile cases.

Court rulings sometimes have no bearing during intense situations, however.

"It wouldn't really matter with some police officers if you had an original copy of Bill of Rights with you," said Mickey Osterreicher, a lawyer for the press photographers association. He said he deals with new cases nearly every day involving photographers who he believes have been wrongly arrested.

"The sign on my desk that reads, 'Bang head here,' is getting worn out," he said.

In April, Connecticut's State Senate passed a law that clearly defined citizens' right to film, but the state's lower house failed to act on the measure. The proposal was introduced by Sen. Majority Leader Martin M. Looney , D-New Haven, after a series of incidents involving cops in that state's capital city. In one, a police officer is caught on camera saying You dont take pictures of us, before making an arrest. In another incident, 26-year-old Luis Luna was arrested for filming an arrest, and video files on his iPhone were deleted.....

Sex worker spied by drone pleads guilty
Wed, 30 Mar 2016 - A woman in Oklahoma pleads guilty to a lewdness charge after being caught on camera by a local "drone vigilante".

Brian Bates used a drone to film Amanda Zolicoffer during a liaison with a man last August. Mr Bates says this was the only occasion on which he has used a drone to film such an encounter. A civil liberties campaigner pointed out that filming with drones could raise privacy concerns. According to court documents seen by the BBC, Zolicoffer was sentenced to a year in state prison for the misdemeanour. The case against her alleged client, who was released following arrest in December, is still pending. Footage of an encounter between two individuals in a parked vehicle was given to Oklahoma City police by Mr Bates.

Video vigilante

"I'm sort of known in the Oklahoma City area," Mr Bates told the BBC. "For the last 20 years I've used a video camera to document street-level and forced prostitution, and human trafficking." Mr Bates added that on this occasion he felt safer filming the incident via drone and said that it was able to get "very good footage". Mr Bates runs a website where he publishes videos of alleged sex workers and their clients. "I am openly referred to as a video vigilante, I don't really shy away from that," he said.

However, Mr Bates also said that he was reluctant to use his drone in many cases because of safety concerns. In this instance, said Mr Bates, the two individuals were inside a vehicle and the incident occurred away from other members of the public. "I'd certainly caution other people who may be tempted to use drones to maybe fight drug activity or prostitution or gangs in their neighbourhood," he said. "If one thing goes wrong, you will probably be the person facing criminal charges or civil liability."

Expectations of privacy

"People operating drones have to think about whether there is a reasonable expectation of privacy when they are filming," said Jim Killock, executive director of the Open Rights Group. "Filming in public spaces [for example] is very different from filming someone's private property." Mr Killock pointed out some general issues facing drone owners with regards to filming and said there was little difference between this and traditional photography. "The technologies may be different but the ethics are fundamentally the same."
