He shot at 3 cross dressers and 2 men as they were chasing him in their car after one of them had already beaten the officer. I'm not sure why the 3 cross dressers and the 2 men felt it was in their purview to chase the cop.
Whether or not the cop was in the right or the wrong, he was going to get off/get a reduced charge anyway. Cops are pretty much above the law.

no, the cop, who was under the influence, wanted sex with one of the cross dressers. It then became heated, he got beaten and fled in his car. The cross dressers and friends then chased the cop who then shot at them.
