City council is elected by people of a small/medium community , how the hell this is relevant to a government? In some islands here in Greece all homes have to be white or bez (sp?) and doors/ windows must be either red, blue or green , why? because it gives value to the place and it makes it look nicer . can you imagine how some cool places would look if everyone was free to do what they like and not collectively taking a decision ? so no this guy can not have a wild "garden" in his front door .
LOL, so you want anarchy. There are thousands of communities in the US that allow gardens on front lawns, this doesn't allow it, BFD.
Actually it is rarely the Federal Government and local government screws with you a heck of a lot more than the state government. Do you think nice little towns and suburbs in red states like Texas are a libertarian free for all? Those are some of the most regulated places I've been to. It's so stupid. You can walk around with a gun on your hip but if your grass isn't cut to my satisfaction you will be booted from our gated community. Heck that isn't even government regulation. That's just a group of private citizens imposing their will on another private citizen.
