Their only obligation is to provide ticket holders a football game. Who could ever prove that a QB meant to miss a particular pass, or that a DB missed a crucial pick on purpose? College fixes are illegal, which is the only reason why people occasionally get caught making moves at that level. However, most college fixes are entirely untraceable.
