I have heard similar allegations from other sources, I have no idea personally, I do know that non profit charities reports must be made available on demand to any interested party, most charities spend money on internal matters and expenses.

A CEO of Goodwill charities came under fire for drawing in excess of $ 800,000 U.S. per anum salary.

If you or anyone wants to support a veterans charity I whole heartedly suggest Disabled American Veterans, aka the DAV or the VFW. Especially given the recent disheartening news about the Wounded Warrior Project. As a USAF Vietnam era veteran I support the DAV and the VFW. Given their charitable track record now and even prior to their current problems I would never support the 'WWP'.
