How to level the playing field between East Asians and Blacks (and Hispanics)?

    Asians, especially East Asians, lead in household income in the US compared to any other race, including Whites.

    Blacks, on the other hand, have lowest levels of household income, followed by Hispanics.

    Due to the fact East Asian success is not limited to highly qualified immigrant arrivals, but also includes populations living many generations in the US, the rates of East Asian achievement appears long term.

    Currently, East Asians are negatively discriminated by Affirmative Action programs that racially profile East Asian individuals based on group performance in preference for Blacks and Hispanics.

    Unfortunately, however, while we witnessed slightly lower rates of Asian and higher rates of Black and Hispanic enrollment at California's state universities during the era of anti-Asian Affirmative Action, the lowering of Asian attendance in favor of Black and Hispanic students was temporary and marginal; this 'trend' quickly reversed as soon as the program to discriminate against Asians in favor of Blacks and Hispanics ended, known as Proposition 209.

    Put more succinctly, how can government punish East Asians for their success and equalize East Asian and Black success rates, including educational achievement, income levels, crime rates, and employment?

    What do you propose to allow Blacks and Hispanics to succeed at the expense of East Asians?
