On a serious side, I read something today which was disturbing. Saudi Arabia is withdrawing all its jihadists from Syria, (they're losing the war anyway), and the fear is that they will send them to Chechnya. From what I recall, Yats the junta boss, asked the Chechnyan terrorists to start attacking Russia, and Putin had him reported as a criminal because of it.

Putin might have given a business to some Chechnyan to keep him on his side and help him with the terrorists. Up until now the Russian intelligence has been excellent...after all no one wants a war except maybe Yats the junta boss.

Last week, independent newspaper Novaya Gazeta ran the following exclusive on how the personal bodyguards of Chechen dictator Ramzan Kadyrov were arrested by Russian authorities for kidnapping, extortion, assault, rape and attempted murder in Moscow. They were then released by the Russian Investigative Committee, prompting howls of protest from the FSB agents who investigated the crimes.

Kadyrovs bodyguards have been released once again. The generals promised: those who have kidnapped and tortured people in Moscow will be punished, will go to jail and will face trial. But theyre already free. We demand an answer from the Russian Federation Investigative Committee, the Federal Security Service (FSB), the Ministry of Internal Affairs, the Prosecutor Generals office and the presidential administration. We ask everyone to support our official appeals.

Officers of the FSB central office (the names are known to the editors) contacted Novaya gazeta and informed us that almost all the staff of their department are refusing to go out on the job, and are prepared turn in their official IDs. The reason for such a determined demarche is the recent release from custody of Chechen policemen who, in 2011 in Moscow, had kidnapped a person, extorted money from him and subjected him to the most brutal torture. (Novaya gazeta wrote about this story in issue no. 42, 16.04.2012).

The outraged Chekists [FSB officers] reported that despite the personal oversight of the investigation of the criminal case by Alexander Bastrykin, head of the Investigative Committee, all those arrested were released anyway, and the principal investigator was fired. Furthermore, there are transcripts of bugged telephone conversations of the accused in the case from Investigation Isolation Detention Center No. 6, from which they gave orders to intimidate witnesses. We talked with officers of the FSB and learned additional details of this scandalous criminal case.

And now we are learning that these same Kadyrov bodyguards which were involved in criminal activity in Moscow have been calmly released, added Major N. How to understand this? It would be better if we took the bribes we were offered

Novaya gazeta reported on the detention of several Chechen policemen last year. After the publication of the article, there was a huge scandal and high officials from the power structures swore an oath that the guilty would be punished.

We will remind you of the circumstances briefly: On August 23, 2011, at the Darya mall on Stroginsky Boulevard, citizen Zh. was kidnapped (the editors know his name, but he appears in the criminal case under the pseudonym Grigory, so we will call him by that name henceforward). According to the investigations information, officers of the police assigned to Moscow from Chechnya to protect the head of the republic and members of his family during their visitors were involved in the kidnapping.

They were Khozh-Akhmed Israilov, a detective from the criminal investigation department of the Department of Internal Affairs for Nozhai-Yurt District of the Chechen Republic (he had with him a Stechkin (APC) pistol No. LV-911 and authorization for assignment to guard the president of the Chechen Republic and members of his family); Adam Israilov, an inspector of the rapid-reaction Special Battalion of the Road Patrol Service of the Chief Directorate for Traffic Safety of the Ministry of Internal Affairs for the Chechen Republic (Stechkin pistol No. SV 1656K and authorization for assignment to guard the president of the Chechen Republic and members of his family); Dzhambulat Makhmatmurziev, a detective of the criminal investigation department of the Department of Internal Affairs for Shelkovsky District of the Chechen Republic (Stechkin pistol No. SV 380 and authorization for assignment to guard the president of the Chechen Republic and members of his family); Muskhadzhi Musulayev, a detective of the criminal investigation department of the Department of Internal Affairs of the Urus-Martan District of the Chechen Republic (Stechkin No. SK 653K and authorization to guard the president of the Chechen Republic and members of his family; Ibragim-Bek Tagirov, former officer of the Directorate to Combat Organized Crime of the Main Directorate of Internal Affairs of the city of Moscow; Aslanbek Temirov, a native of Beglatoy, Shali District of the Chechen Republic; and Akhmed Dzamikhov, a native of Zlukodes of the Zol District of Kabardino-Balkaria Republic.

At first, Grigory was shown their official IDs, then beaten over the head with the handle of a pistol, then forcibly taken to the village of Meshchersky (next to the Moscow Ring Road) and thrown in the cellar of the home of businessman M. According to field reports from the FSB, businessman M. had previously been an active member of this gang, and hostages were periodically held at his home on the Moscow Ring Road.

According to the criminal case materials, three million rubles or a new Lexus were extorted from Grigory. Furthermore, the Chechen policemen chained his handcuffs to an iron chair, beat him with an iron bar and raped him with a billiard cue. When the hostage ceased to show any signs of life, he was taken at night to Strogino and dumped at a bus stop. Two hours later, an accidental passerby saw the bleeding Grigory and called an ambulance. Medics took the victim to the emergency room at Hospital No. 67 and made a grim diagnosis: Closed skull and brain trauma in the form of brain damage and sub-arachnoidal bleeding with development of nidal and cerebral symptoms, and intra-abdominal damage to the rectum (defect of the front wall of the rectum).

Fortunately, Grigory survived and gave testimony. A week later, his kidnappers were arrested: the Israilovs (Adam and Khodzh-Akhmed), Makhmatmurziev, Musulaev, Tagirov, Temirov and Dzamikhov. And three days later, suspected accomplices were detained: Zelimkhan Israilov, a detective of the Center for Security of Persons Requiring State Protection of the Ministry of Internal Affairs of Chechnya (Stechkin pistol No. SK 1055 K); Yunus Rasukhadzhiev, junior sergeant of the regiment of the Directorate of External Security of the Ministry of Internal Affairs of Chechnya (pistol GSh-18 No. 090676L); Muslim Kaygarov (b. 1990, native of Chechnya) and Mikhail Rabuev (b. 1990, native of Chechnya). All of them were charged with kidnapping, extortion and cause of severe bodily damages.

We learned more about the kidnap victim. In the past, Grigory had been involved in stealing expensive foreign cars in a gang run by a native of Southern Ossetia, Valery X (Valera Osetin). Valera Osetin resides in Lybertsy and takes orders for stealing Lexuses and Porches, and then under the protection of corrupt law-enforcement agencies, fences them to Chechnya, Dagestan, Kabardino-Balkaria and Southern Ossetia. For example, in the summer of 2012, the gang stole approximately a dozen Lexuses in Moscow.

In 2005, Grigory was sentenced for carjacking the Mercedes of the daughter of a high official. After serving his sentence, he got a job and was intending to marry again. But Valera Osetin found him and offered him $18,000 to steal a Lexus on order from a fighter from Dagestan. Grigory refused and kicked Osetin out of his building. Then Osetin decided to get his revenge and got his friends from the Chechen police involved in the affair. He told them that Grigory was stealing a dozen foreign cars a month and not cutting in anyone with the proceeds.

On 23 August 2011, Valera Osetin called Grigory and arranged a meeting at the Darya mall on Stroginsky Boulevard, where the above-mentioned persons were already lying in wait for him.

A security detail

As was previously reported in the Novaya gazeta, about 30 security guards, Kadyrovs so-called capital security detail, are permanently stationed in Moscow. The guards allegedly live in rooms at the President Hotel; theyre armed with automatic weapons, equipped with hi-tech communication devices, and they carry special documents that make their vehicles immune from inspection.

The detail operate under the command of Zelimkhan Israilov, a.k.a. Bes, a police lieutenant who was one of those arrested (he also uses an ID with the name Bislan Khakimov). He drives around the capital in a Mercedes-Benz ML500 (license plate Р *** КР 150 РУС; registered owner: Natalia R., resident of Mytischi) and allegedly uses secure government communication channels.

Bes first came to light back on March 18, 2007, when, in the center of Moscow, he got into a fight with another driver, Mr. Kochetkov. As the police report says, Israilov and Kochetkov got into a fight. As a result, the latter fell, hit his head against the curb and died instantly (the criminal charges were soon dropped).

Next incident. August 25, 2008. A shootout outside a restaurant on Novoyasenevsky Prospect. Israilov was shot in the chest and taken to a hospital. Also wounded was Muskhadjee Musulayev, also a police officer. Both were brought to the hospital by Djambulat Makhmatmurziyev (all mentioned in the list of arrested in connection with Grigoriys abduction). Two of the rival shooters were also wounded. A native of Baku (Azerbaijan), Mr. Mamedov, and Mr. Nikitin, a resident of Moscow (criminal case closed).

January 5, 2009. This time it was Israilov himself who put into action his service weapon, (fully automatic) Stechkin. According to the investigators, he burst onto a bus that cut him off and shot the driver, Mr. Porshnev, in the leg. However, the bus driver somehow managed to hit Bes with a crowbar. The other person in the car was Lieutenant Ismailov, a special agent of the Chechen Ministry of the Interior Internal Affairs Department.

That was a high-profile case. Speaking to Novaya gazeta reporters, the Prosecutor Generals office vowed to make sure that crime would not go unpunished. However, the criminal case was closed by the Investigative Department of Moscow Western Administrative District. And now another high-profile case of abduction and torture of Grigoriy.

Investigation

The way Grigoriys abduction was investigated should be a separate story. First, the very next day after the arrests, Mr. A. (a.k.a Bandyugan, or Goon. We know his real name), an officer from the Moscow Police Department Organized Crime Division visited both the Moscow Criminal Investigation Department (MUR) and the Federal Security Service (FSB) offices and allegedly dropped a hint about possible problems if those arrested were not released. After that, some visitors from Grozny showed up at the investigators office as well as at MUR and FSB. Those individuals offered 3.5 million euro for the release of the detainees.

In light of who the arrested were, as well as their connections in high places, the criminal case was transferred from the Investigative Department of Moscow Northwestern Administrative District to the First Department that investigates priority cases and is part of the Main Investigative Department for the City of Moscow. Moreover, the case came under personal scrutiny of Mr. Alexander Bastrykin, the powerful Chief of the Investigative Committee.

During interrogations the detainees tried to convince the investigators that they had nothing to do with that crime. However witnesses and phone bills told a different story. In particular, a curious neighbor pointed to Valera Ossetin. She remembered his guests and the car license plates (she is currently under witness protection).

Then the suspects attorneys found some witnesses who claimed that on the day Grigoriy was abducted some of the suspects were attending a wedding in Chechnya, others were at their friends funeral in Nalchik. They even submitted some photos. However that alibi also fell apart. A group of investigators and FSB agents was dispatched to Chechnya and Kabardino-Balkaria. The group was tightly guarded by a special forces detail. The witnesses testimonies were totally inconsistent, and it was determined that the pictures had been taken a year before.

Meanwhile, the Prosecutor Generals Office, the Investigative Committee, the Ministry of the Interior (MVD), and the State Duma all received dozens of petitions asking to release the innocent citizens of Chechen Republic who were fighting crime but became the hostages of corrupt FSB and MVD officials and the enemies of the Chechen President Ramzan Kadyrov. Unfortunately, among those who signed one of the petitions was a well-known journalist, a member of the Civic Chamber. We got in touch with our colleague who didnt rule out a possibility of signing some letter without even looking at it.

Meanwhile, despite all the opposition and threats, the investigators remained confident that the criminals who abducted Grigoriy would not go unpunished.

However, once Mr. Bastrykin, the Investigative Committee Chief, stopped insisting on receiving monthly investigation status reports, Mr. Chingiz Berikov, who investigated the case, was fired. Right after the investigator was relieved of his duties, Bes and four others were released from custody. Then, on February 19, 2013, the criminal case was suddenly transferred from the Moscow Main Investigative Department to the Investigative Department of Moscow Central Administrative District. A new investigator decided to release the [remaining] suspects from custody. It should be noted, that Mr. Vassily Piskaryov, the First Deputy Chief of the Investigative Committee declared in an interview, that all the criminals without any exception should be brought to justice, and nobody should be untouchable. And now whatever is left of that case will be investigated by a district police officer, a kind of beat cop.

Ruslan Baisarov

Businessman Ruslan Baisarov couldnt pay his stake in Yenisei Industrial Company (EPK) of Sergey Pugachev, and thus he failed to become its shareholder. As a result, the company is now fully controlled by his business partner Igor Altushkin, the owner of the Ural Bank for Reconstruction and Development (UBRD, Yekaterinburg) and Russian Copper Company (RCC).

Last week, at the initiative of the main owner of RCC Igor Altushkin, the meeting of the shareholders took place. New members of the Board of Directors of the Yenisei Industrial Company were elected there. As a consequence, the representatives of Ruslan Baisarov, who could have become the owner of 50% of EPK but hadnt paid the share within the year, were removed. The company is now fully controlled by Altushkin.
It seems that Altushkin prepared this surprise for his business partner beforehand. In early August, there were rumors in business community that one of the most successful financiers of Sberinvestbank (AVS Group) Oleg Antonov had run away to the owner of UBRD. The Copper King allegedly promised talented banker to join the shareholders. It is said that for the sake of it, he even specially bought a block of shares (15-17%).

However, Baisarov hasnt been disheartened: he keeps being engaged in EPK business despite the fact that at the beginning of July 2012, he left the post of General Director of the company, allegedly by his own choice. He even wrote a letter to President Putin notifying him that during the operational management of the EPK, a number of significant risks have been revealed, namely, debts to Mezhprombank, guarantees for other structures of Sergei Pugachev and risk of reduction of pledge on shares of EPC. However, a year ago, he argued that any possible problems didnt frighten him. But now hes decided that these newly discovered facts make EPK investments in the Kyzyl-Kuragino railroad project unreasonably risky.

However, these problems don't prevent Baysarov to be engaged in construction of the mountain-skiing Veduchi complex in the high-mountainous Itum-Kale area. Veduchi resort, including a five-star hotel, ski slopes of high class and a large extent, as well as luxury chalets, can be already completed in 2014. The total investment in the project will make 14.5 billion rubles. Thus 30 % (about 4.2 billion rubles) will be enclosed by Baysarov himself, and he plans to involve other 70 % (10.2 billion rubles) raising a loan of Vnesheconombank.

This project is approved personally by President of the Chechen Republic Ramzan Kadyrov. With this support, the project has more than a brighter future. Especially as ecologists subject the plans of the Russian authorities to build new ski resorts in the North Caucasus, united under the general title The height of 5642, to sharp criticism. The project includes the construction of five ski resorts in the area of two and a half thousand square kilometers. They are going to arrange them gather in the regions of the North Caucasus and Southern Federal Districts. Four of these five ski resorts planned within the program in varying degrees affect the reserves - specially protected natural territories of the highest rank, where any economic activity is forbidden. The construction of almost all the objects roughly contradicts the Russian laws and the international agreements. For the Height of 5642, the authorities are trying to change the legislation. However, the new laws have not yet entered into force, and the entire project is under threat.

If the Height of 5642 project is not realized, Baisarov becomes the owner of the mountain-skiing complex entering into the top ten of mountain resorts of Europe. As to the possible violations of ecology, the territory controlled by Kadyrov is out of reach not only of ecologists but also of the Russian laws.

For the first time mass media drew attention to Ruslan Baysarov in view of the fact that in November 1997 Sovincenter CEO Boris Gryaznov was murdered.

It happened that in the end of 1980 hotel and business center Sovincenter got under pressure of Chechen criminal group, in particular such lords of the underworld as Beslan Dozhua (Bezik), Maybrek Dakaev (Mayer), authority of Islam Osmaev. In 1995 the management of Russian Chamber of commerce, owning Sovincenter controlling stock, appointed Boris Gryaznov, responsible before for connection between Sovincenter and chamber. He tried to clean the hotel from criminal elements. The first that Gryaznov did gave some big Sovincenter objects (sport complex Atlantis, night club, casino, bar Beer Shtube and territory around business center), controlled by Besik and his people, for rent to Infant holding president of that time, Ruslan Baysarov. Baysarov later explained that he, as opposed to Gryaznov, could negotiate with Chechen gangsters. Interview with Baysarov was published, where he informed: I did all my best to drive them out of Sovincenter. Now Mayer and Co hates me. Last spring Ive been attempted on my life: a stranger threw grenade to my house in Zhukovka. Half of the house was ruined. Then followed telephone threatsLeaders of other criminal groups tried to reach me. Although Im not scared of them, I have to spend much money for guards. Baysarov became not only the official cover-up for business center, but also a good business developer.

However at that moment there was not clear understanding, which killed Gryaznov, although the murder was linked with those processes. Baysarov hadnt been officially accused.

In the end of 2000 journalists wrote that Ruslan Baysarov and his spouse Christina Orbakaite sold their club Infant Terrible. It was admitted that details of the deal was hidden.

September 5th 2000 at the presentation of Orbakaites album May, in the presence of mother-in-law Alla Pugacheva, Baysarov, being jealous, punched his wife on the nose and, as it was stated, broke it. However, later the couple appeared together on parties, although from that moment their relations started to break, that led to a scandal, when on September 1st 2009 Baysarov didnt bring his child Deni to school. Baysarov was accused of kidnapping.

Next time Baysarov was referred to in regard of consequences of the terrorist act, organized by Chechen fighters in Moscow Dubrovka in 2002. It was reported that after the attack of captured by fighters building the information came up that Baysarov was, supposedly, the owner (nominal owner a certain Ilya Abaturov) of gay-club central station, located in the theatre center building. As reported to journalists Moscow region governor Boris Gromov, terrorists of Movsar Baraev warehoused guns and explosives during one month in the club. However yesterday in journalists interview Ruslan Baysarov remained above suspicion. The information came up in media that Baysarovs mother-in-law Alla Pugacheva came to the culture center at the moment of negotiations with terrorists and even submitted the intelligent services detailed plans of the building, but it was not succeeded to get distinct answer from Baysarov on that matter.

For example, Ramzan Kadirov got the most luxurious gifts for jubilee from two Moscow fellows Senator Umar Dzhabrailov and businessman Ruslan Baysarov. The clubbed together to buy a super fashionable sport car Ferrari Testarossa at the price of 450 thousand EUR.

In March 2007 Chechnya president Ramzan Kadirov met the leaders of Chechen unions in Russia. Kadirov promised to restore the Republic by the end of 2008, called the assembled people to take an active part in that. At that meeting participated Ruslan Baysarov who expressed his willingness to support Kadirov.

Approximately in year and a half Baysarov fulfilled his promise: Kadirov introduced the trainer council of Terek football club the new sponsor of the club Ruslan Baysarov.

The further mass media interest to Baysarov was for a long time linked with his conflict with well-known businessman Shalva Chigirinskiy over Sibir Energy.

Shalva Chigirinskiy together with his partner Igor Kesaev controlled 23,35% of Sibir Energy. That company operated in Russia, produced 4.2 million tons of oil per year, and owned half of Moscow Oil processing plant. The second big stockholder of Sibir Energy (about 20%) was Moscow government, the rest of shares were traded at the exchange and belonged to a numerous investors.

Sibir Energy shares were controlled the entrepreneurs via Bennfield. The half of that belonged to Chigirinskiy structure Gradison Consultants and another half Kesaevs Orton oil. In autumn 2008 Shalva Chigirinskiy faced financial problems. The partner helped to solve them. Orton oil took a loan $250 million from Sberbank against Gradison as pledge. Orton itself was in pledge to Sberbank. However, it didnt solve all Shalva Chigirinskiys financial problems and in March he stopped paying interest on credit. But instead of collection from pledge, Orton assigned the right of demand under a credit to Bronson Partners, controlled by Ruslan Baysarov. Chigirinskiy decided to dispute that deal in London court.

While the businessman tried to keep his share in the company, the list of shareholders had changed. Since April Gazprom neft started to actively buy out Sibir Energy shares. The company purchased all shares, traded at the exchange, and by the end of July 2009 bought from Igor Kesaev and Orton oil. Only Moscow government didnt sell its share. In October 2009 credit payment term expired. Gazprom neft paid the credit.

The stock, which Shalva Chigirinskiy and Ruslan Baysarov argued about, got to Oil Company as a pledge against loan. In the end of June Sibir Energy reported about several transactions with its shares. It was stated in the messages that the company owned 34.1% of Sibir Energy, 14.67% belonged to Gazprom neft daughter company Gazpromneft Gasoline station Ltd. 25.66% Gazpromneftfinance had as a pledge. That holding of Sibir Energy stock belonged that time to Bennfield, as it was stated in another Sibir Energy message. In the middle of July London court prohibited transactions with those shares. However, since summer the company was controlled by Gazprom neft, which stated to be the owner of 55% of Sibir Energy stock.

In July 2009 Baysarov was co-owner of Sibir Energy (23.35%) and Vice-president of OAO Moscow oil and gas company, which was that moment the legal successor of OAO Moscow oil company, incorporated with Sibir Energy plc.

Therefore journalists drew attention to Baysarov after the information that Moscow Chief Administration of internal affairs, Main investigations directorate officers together with Ministry of Internal affairs, Department of economic security searched Moscow office of oil and gas company Sibir Energy plc in July 2009. The measures were taken within the frames of investigation of criminal case on tax evasion by incorporated with that structure OAO Moscow Oil Company and its legal successor OAO Moscow Oil and Gas Company. The investigators suspected that the tax debt was more than 600 million rubles. The incriminated violations were done during the period, when they were under control of entrepreneur Shalva Chigirinskiy and, obviously, they were initiated by Baysarov himself.

Approximately at the same time, because of the new turn in the conflict between Chigirinskiy and Baysarov, interesting information appeared in printed media about common interests of Baysarov and Moscow mayors wife Elena Baturina.

The matter had begun when the lawyers of Shalva Chigirinskiy accused Baturina of intentions to take away the rest of his business. Moreover, they stated that since 2003 Mrs Baturina was a secret partner of Mr Chigirinskiy and co-owner of oil company Sibir Energy. Mrs Baturina herself assured that she never had joint business with Shalva Chigirinskiy, and the entrepreneur hadnt returned her borrowed money.

In that regard the journalists drew attention to advocate Christopher Greesons testimony, defending interests of Shalva Chigirinskiy. He stated that Ruslan Baysarov acted in that conflict in the interests of Elena Baturina but not in his own interests.

According to Christopher Greeson, Rossini was controlled by Elena Baturina but not by Ruslan Baysarov. In January 2009 Elena Baturina, supposedly, passed the rights for Rossini to Baysarovs company Bronson Partners, as Chigirinskiys representatives assured.

Elena Baturina told Christopher Greesons information to be false, opposite the reality.

Meanwhile, other mass media hinted at Baysarovs nominal role in that business and Baturinas actual. For example, it was written that Baturina got control over part of Chigirinskiys business in exchange for settlement the bureaucratic matters. Their partnership started in 1999, formal agreement of joint Sibir ownership made in 2003.

In October 2009 it was found out that Ruslan Baysarov had serious plans in politics. It was talked of after it became clear that Federation Council terminated Chechen representatives, Umar Dzhabrailov, power earlier on his own will. According to printed media, Mr Dzhabrailov had to be replaced by Ruslan Baysaron in Federation Council. In that regard it was reported that Baysarov is known in Chechnya as one of the closest businessmen to President Ramzan Kadirov. Nevertheless, Baysarov hadnt become the member of Federation Council.

According to journalists, Kadirov, probably, intended to delegate businessman Ruslan Baysarov to Federation Council, but he could change his mind because of Upper Chamber speakers, Sergey Mironov, disagreement.

Approximately at the same time newspapers wrote that the singer and actress Christina Orbakaite and Ruslan Baysarov came to an agreement in Chechen Republic Supreme court, which finalized the much-talked-of process. It was reported that Chechnya President Ramzan Kadirov took an active part in settlement of the conflict. For example, he persuaded Baysarov to find compromise with Orbakaite.

In February 2010 it became known that London supreme court, where Shalva Chigirinskiy since summer 2009 put Ruslan Baysarovs right for 23,35% of Sibir Energy shares in issue, stayed an action. Parties got down to peaceful settlement. At the same time, as journalists reported, their relations with the third oil companys shareholder, Gazprom neft, could be settled, that could let Gazprom neft consolidate control over Sibir Energy.

It was not reported about the end of that legal proceeding by April 2010.

This is a known fact in Russian Army-all newcomers should do whatever they are told to do by people who has already served for some time in the Army (this is called dedovschina). Chechnya’s Exclusion from Military Conscription Shows Moscow’s Weak Hold over Region

Generally, the military conscription campaign in Russia becomes relevant for Chechnya and the North Caucasus twice a year—in the spring and in the fall, when the Russian president issues a decree ordering the start of the draft season (http://www.rg.ru/2013/09/30/prizyv-dok.html). Conscription in Russia is still mandatory, and the intentional evasion of military service is punishable by up to two years in prison or fines of about $6,000 (http://armeyka.net/articles/516/). Despite these drastic measures, Russia still cannot draft enough young people. According to the Russian Ministry of Defense, 300,000 conscripts are drafted every year—an insufficient number for the full staffing of the army. The Russian army is currently manned at 82 percent of its needs and has ceased to be a force with over a million people (http://ria.ru/analytics/20130918/964083066.html).

Despite this deficit in the number of conscripts, Russia has repeatedly refused to draft young people from among the indigenous populations of the North Caucasus, Chechens and Dagestanis in particular. At the same time, the few ethnic Russians left in Dagestan are still drafted, but not the ethnic groups indigenous to the republic. That is why only a handful of people will be drafted from all of Dagestan (http://www.ng.ru/armies/2013-05-31/1_kavkaz.html). In theory, Dagestan could supply as many as up to 30,000 draftees. But the yearly military draft quota on this republic of nearly 3 million people is expected to yield about 4,000–5,000 conscripts. In comparison, the city of Moscow, with a population of 11 million, supplies only about 6,000 draftees (http://www.rg.ru/2013/09/19/priziv-site.html). The few Dagestanis who successfully insist on being drafted will be drafted not by the defense ministry, but by the Ministry of Interior, and will serve in the republic (http://www.bigcaucasus.com/events/topday/26-11-2012/81592-armiya-0/). Thus, the conscripts from Dagestan will be serving at home—that is, in Russia’s hottest security spot.

The neighboring republic of Chechnya has not drafted residents for the Russian army since 1992. Chechnya has up to 80,000 young men suitable for military conscription (http://www.ng.ru/armies/2013-10-02/1_genshtab.html). As an experiment, in the fall of 2001, several dozen Chechens were drafted into a military unit based in the Moscow region. However, the Chechen conscripts returned home after several months, following multiple conflicts with their peers and officers (http://www.kavkaz-uzel.ru/articles/230805/). Moreover, for the first time in the history of the Russian army, the Chechen conscripts convinced the military to provide them with halal food and prayers rooms, as well as to allow them to attend Friday prayer. All of this convinced Russia’s leadership to end drafting Chechen youth into the Russian army, and no Chechens from Chechnya have been called up since then (http://dagestan.kavkaz-uzel.ru/articles/199966/).

An attempt to restart the Russian military draft in Chechnya in 2007 sparked protests among the residents of the republic. Chechnya’s human rights ombudsman, Nurdi Nukhazhiev, was forced to say that it was too early to raise this issue in Chechnya. In Nukhazhiev’s words, Chechnya “experienced two wars in the past 15 years, and generations grew in the republic that do not know what a united Fatherland is.” He stated that Russian media had “indulged in a rampant anti-Chechen propaganda that created a negative attitude toward Chechens among the vast part of the Russian society and the army is a mirror that reflects all the problems of society” (http://www.kavkaz-uzel.ru/articles/116923/).

In response to the Russian leadership’s unwillingness to draft Chechens, Chechen leader Ramzan Kadyrov issued a decree “About Organizing the Draft of Citizens Born in 1986–1995 for Military Service in October–December 2013 on the Territory of the Chechen Republic” (http://chechnya.gov.ru/page.php?r=200&id=123). Formally, Kadyrov has no legal powers to issue such decrees, as this is the prerogative of the Russian president alone (http://www.chechnya.gov.ru/page.php?r=67). Still, Kadyrov intends to draft a certain number of young people for service on the territory of Chechnya. In the spring 2013 draft campaign, 120 young men were already drafted in Chechnya, 90 of whom were sent to serve in the Sever special battalion, while the other 30 men joined the Yug special battalion (http://www.kavkaz-uzel.ru/articles/226331/?print=true).

The Russian army units based in Chechnya also do not want to hire residents of the republic for professional military service. In order to be hired in Chechnya as professional members of the military, Chechens have to leave the republic, obtain registration in a nearby region and then ask to be dispatched to Chechnya (http://www.kavkaz-uzel.ru/articles/230805/).

Among the reasons that the authorities cite to explain their refusal to draft Chechens and Dagestanis, the primary one is that the Russian government is afraid that after serving in the Russian army, Chechen or Dagestani soldiers could end up on the other side of the barricades—with the militants from the armed resistance movement (http://www.ng.ru/armies/2013-05-31/1_kavkaz.html). It is hard not to agree with these conclusions, since among North Caucasians, young people are the most hostile to Russian policies in the region. At the same time, humiliations carried out by North Caucasian army conscripts against Slavic conscripts evoke outrage among the Russian population and increase anti-Caucasian sentiment in the Russian society at large (http://kavpolit.com/dagestancy-i-armiya-prosochitsya-lyuboj-cenoj/).

Restrictions in the military draft are not uniform even within the North Caucasus region. For example, Ossetians, Adygeans, Kabardians, Cherkess, Balkars and Karachays are all drafted according to the common rules, although Slavs are given priority over them. Thus, Russia’s leadership has divided the North Caucasus into two parts: Chechnya, Dagestan and Ingushetia, on one side, and all the other republics—Kabardino-Balkaria, North Ossetia, Karachaevo-Cherkessia and Adygea—on the other.

What is clear from these conscription policies is that Russia’s central government is weakening. The fact that Chechens and Dagestanis are not drafted by the Russian military demonstrates the low level of actual control that Moscow exercises in these republics. The growing decentralization of Russian power in the North Caucasus risks Russia’s own breakup—the separation of part of the North Caucasus from the Russian Federation.
