Indeed they are a genuine state already, with schools, Islamic courts, prisons, social life, written laws, police, state press etc. Social cohesion between themselves is impressive. But most surprising is the fact that they try to accomodate Christians, as long as they pay a 'Christian Tax' to the Islamic State! Extremist as it may be, it is already a true society where at least in theory, if you live by the rules, your safety is guaranteed. There is a lot of indiscriminate killing on the frontlines, but the inner ISIS towns are surprisingly peaceful. Maybe western media mixes up the indiscipline of their improvised armies that conduct pointless executions with the true intention of their leaders which is a big mistake. There obviously is a lot of chaos and confusion in the average illiterate mind of the millitants but it's not their fault. They didn't choose to bve born in that world. However, their leaders minds are clear enough to me. Their leaders are straightforward, honest about their intentions, they seem to understand the western mind better then we understand theirs. Excuse me Obama... but you say you counter an evil with a 'smaller evil' - that being Bashaar al-Assad which you support now. You support Bashaar al -Assad to fight off rebels, the very same ones YOU armed just a while ago to fight HIM off. That sounds hypocrite to the Muslims, as much as it does to the Westerners. Your predeessors funded Osama bin Laden of Al-Qaeda to fight against the Soviets in Afghanistan! You aren't any less confused than all these rebels are. Despite that they are establishing a real society there. It's another world than ours but it's a society. Your expensive bombings are only going to turn them back into the confussed desperate rebels. You initiated all this by supporting the uprising against Bashaar al-Assad, he lost half of his state, only to now feel sorry for that and wish he had it back. It's a shame but the ISIS know better what they want although they don't have the proper institutions and regular army to implement it yet:
