Yea, 1%. That is half of the inflation rate, which is going to simply encourage even more turnover in the military. One of the reason people join the military is for training. And many stay because of stability. But when inflation is higher then military pay, that means more get out and move to the civilian sector so they are paid what they are worth. And when it costs from $30-50,000+ to train one person, that is a lot of money that is essentially lost because they will not stay in because of pay.
