It would be nice to have a congress that would "do something" to unburden us from all the costly laws and regulations.
PatriotNews just explained it in a nutshell. Congress might add new regulations in, but it also can repeal them as well. When congress doesn't pass laws, it's not setting up an agenda. Think of Congress like a company. If a company doesn't set up an agenda, then it's going to be hard for investors to know what is coming next. If they don't know what's coming next, there is a higher risk in investing in that company. Same thing for Congress. If other countries or businesses don't know what the US is going to do, then they're not going to be as willing to listen to us or invest.
