The handbook for U.S. advisers overseeing indigenous "Counter-Terror Teams" (CTT) - aka "Provincial Reconnaissance Units" (PRU) - deployed in "ambushing, raiding, sabotaging and committing acts of terrorism against known VC personnel ... VC-controlled officials, to include assassination".

It's the holy grail. I don't know why I didn't look for it before. It's been added to my blog.

    What a waste of time.

The way I use to deal with Charley (VC) was to call for a naval gunfire support mission.

    It went something like this:

"Illusive this is Monkey 26 Charley, fire mission.
    Over."

Illusive this is Monkey 26 Charley
    Target number two six niner.
    Enemy troops in the open.
Coordinates, seven, six, three, niner, six, five.
    Altitude 200 feet.
    Bearing 232 true.
One 8 inch gun, high explosive, fuse time, will adjust.
    Over."

"Illusive, this is Monkey 26 Charley,
drop 100 feet, left 50 feet,
Nine guns, five salvos, high explosive, fuse time.
    Fire for affect.
    Over"

Illusive, this is Monkey 26 Charley.
    TARGET DESTROYED
225 dead gooks and one dead water buffalo.
    Out"

Maybe you somehow overlooked the "VC-controlled officials" part.
