No sane person thinks that Putin is sane. The only people who believe he is are his brainwashed citizens. We can't call them sane. However, it's absolutely not their fault that they believe his rhetoric. They have been brainwashed for decades.

I think this is a story that's safe to put out after the fact. I doubt nuclear weapons ever entered into Putin's strategy at the time he made his move on the Crimea. I mean, who would he nuke? But floating that story after annexation is already a fait accompli is a demonstration of how tough he is. I think it's just public relations for the Russians, and if gullible Westerners buy into it, so much the better.
