This has been discussed for an awfully long time, ever since HAARP went into service. It seems to me that due to the butterfly effect, changing the weather in one location can cause severe detriment in other locations and that this is not a desirable technology to posses because so little is still known about the holistic backdrop to nature. So, they are going to dismantle a publicly funded project with defensive potential because, essentially, they are tired of it and want to go on to other projects that also require money.
If it's possible, then chances are they are doing it or attempting to do it. I don't put anything past the criminal cabal in DC.
I know it's a waste of time but it should be pointed out that trying to control the ionosphere isn't the same as controlling the weather.
So humans CAN affect the weather. Of course, the deniers will probably stop denying now because of the 'defensive potential'.
Control the ionosphere? What does that even mean?! Well, I looked up ionosphere on Wikipedia. It seems that the ionosphere can control radio transmission propagation and also it can be used to harness energy using a space tether to tap energy from the Earth's magnetic field. Two interesting applications that don't include controlling the weather.
I'm sure taking energy from the Earth's magnetic field would affect the weather. That energy is finite, and protects us from the sun.
Another idea was to make the ionosphere supercharged and maybe go up and down and also blow up things that tried to fly through it...like rockets and planes.
