Former President Reagan once said of the Soviets: "Trust by verify". It has now been shown that even with verification, Russia can not be believed.
Well that is certainly true....but nations who utilize deception & dishonesty as a regular part of their policy and dealings with other countries as the Kremlin has been doing creates a condition where they are no longer trusted about anything. Why would a nation seek any agreement with the Russian government when they know that Russia will not hold up their end of treaty?
