Now banning modifying a vehicle for hobby racing.

Some wonder why government is unpopular. Here you have it, more intrusion for a minor sector all in the guise of saving the World from greenhouse gasses from from those dang dangerous hobby racers.

Seems it's a misunderstanding by auto enthusiasts. The rule just clarifies the definition of non-road vehicles. As long as your car never goes on a road, it's ok.

That's the problem with broadly worded open-ended laws that delegate out regulatory powers to bureaucrats. Sooner or later these bureaucrats will think it's within their purview to start wielding their full regulatory powers under the most expansive and literal interpretation of the original law, however absurd.

Which is very inconvenient for auto enthusiasts, as they can't just drive their car directly to and from the event. They will need a tow truck or flat bed.
Which, very ironically, is probably less environmentally friendly because now more fuel will be required to carry the added weight.
Not to mention they will probably be renting this truck, and it will have to make the long drive to and from their house.
You have to wonder what these idiotic regulators are thinking

Even if the law "doesn't mean to" make something illegal, I can guarantee you some prosecutor out there is going to think it's their job to follow the letter of the law and press charges against someone.
