What's the difference between a man who wields power by means of patronage; controls his appointees by a 'Damoclean sword' intimidation (ie the omnipresent threat to deny them the ability to continue making a living in the field of politics should they step out of line); who arbitrarily orders the withholding of information which the populace needs in order to exercise its democratic right, viz. to A) vote with knowledge rather than in ignorance, and B) to be made aware of any hidden agenda the wielder of power might have, which agenda will be exposed should that withheld information be publicised, the consequences for the custodians of that information if they do release it being that they too will face a contrived redundancy from politics and therefore earnings; and um, and a dictator?
