The real problem is the members of Congress think the officials they delegate power to are always going to abide by their will. In practice, it's hard to keep a handle on officials through just codifying what they are supposed to do in law. There are so many laws that have been passed, and it is all so complicated, there will always be ways to skirt around the wording of the law, and the wording is often open for interpretation. It is difficult for Congress to enforce its will over the government officials without some sort of effective oversight structure.
