Sometimes freedom means living , and living somewhere other than the USA.

Watch the NSA lie to Congress at 17:50 in. Checks and balances don't exist. Nor does the angry mobs with tar and feathers.

The real problem is the members of Congress think the officials they delegate power to are always going to abide by their will.
In practice, it's hard to keep a handle on officials through just codifying what they are supposed to do in law. There are so many laws that have been passed, and it is all so complicated, there will always be ways to skirt around the wording of the law, and the wording is often open for interpretation. It is difficult for Congress to enforce its will over the government officials without some sort of effective oversight structure.

Until he drinks tea with cyanide, he made enough enemies, it would not be a stretch for him to get whacked, people everwhere love money.

Snowden has clearly won this debate.

“‘American security – if you truly understand the rich, full meaning of security – is better served with unbreakable, end-to-end encryption," Mr. Hayden told New America's Peter Singer and Passcode's Sara Sorcher on the latest edition of The Cybersecurity Podcast.”

WORLD PASSCODE SECURITY, Podcast: Michael Hayden on why the US is safer with 'unbreakable encryption’, By Sara Sorcher, Staff writer FEBRUARY 23, 2016.

From his track record, his proclivity is likely of another sort.

It would at the very least take a Constitutional Amendment at this point to reign in the intelligence community.
