It's a criminal matter by the looks of it, and up to local authorities and involved nations to sort out. It's not endorsed by their governments and so is a policing matter. This sort of thing happens throughout Eastern Europe and within Russia also. It's not innocent women deciding to visit Israel, they are 'handled' from source to destination by a criminal pipeline. I'm not sure who is the end user, Israeli, Palestinian, wealth foreign clients etc. Good news if they can stop it!!!!!
