    I'm not sure if al-Qaeda can do that much anymore. It could just be bravado. Or like this piece says it could be just about the rivalry with ISIS.

    Terrorist group al-Qaeda has threatened the US of thousands of more deadly attacks, similar to the carnage seen on 11 September, 2001, when terrorists crashed planes into the World Trade Center in Manhattan, New York and the Pentagon.

    In a video message, released just before the 15th anniversary of the 9/11 attacks, Ayman al-Zawahiri called the 9/11 attacks a "slap" on the face of the US and its allies.


    "We mark in these days the passage of nearly 15 years since the blessed invasions in Washington, New York and Pennsylvania," al-Zawahiri reportedly said in the video.

    According to the SITE Intelligence Group's translation of the al-Qaeda leader's message, al-Zawahiri warned the US that "as long as your crimes continue, then the events of Sept. 11 will be repeated a thousand times, Allah permitting".

    He also appeared to be taking a dig at rival terror group, the Islamic State (Isis) group, saying that "real soldiersÂ… do not impose themselves on you as rulers without your acceptance and consultation", ABC News reported.

    Experts believe that the video release is aimed at pulling the world's attention back to the Islamist group, which was ran by Osama Bin Laden until his death at the hands of a US Navy Seal strike tream. In recent years, al-Qaeda has been overshadowed by the activities of IS (Daesh).

    Nada Bakos, a former CIA officer who tracked al-Qaeda in Iraq in the mid-2000s, believe that the video message by al-Zawahiri appeared to partly reflect the "competition" between al-Qaeda and IS.

    "All of this [9/11 talk] is very much 'Look what we were able to pull off. No one else can do anything like this'," he said. "He's really trying to present his case [for al-Qaeda]."

    Former White House counterterrorism adviser Richard Clarke, who is now a consultant for the counterterrorism analysts, echoed similar views.

    "The fact that he [al-Zawahiri] is communicating on the anniversary is an attempt by him to remind everybody that he exists and is the nominal head of [al-Qaeda]," Clarke reportedly said.

    He added that the video also showed that the militant group leader has learned from the security mistakes committed by former leader Osama bin Laden, who was killed in 2011 in Abbottabad.

    Clarke said that al-Zawahiri has managed to escape an arrest or being killed by the US since the late 1990s, something which bin Laden failed to do. He suspects that the leader is hiding in Pakistan, but most likely keeps changing bases frequently to avoid being tracked.

    Fifteen years ago this Sunday, nearly 3,000 Americans were killed in the deadliest attack on the U.S. homeland in our history. A decade and a half later, we remain at war with Islamic terrorists. Winning this war will require an effort of greater scale and commitment than anything we have seen since World War II, calling on every element of our national power.

    Defeating our enemies has been made significantly more difficult by the policies of Barack Obama. No American president has done more to weaken the U.S., hobble our defenses or aid our adversaries.

    President Obama has been more dedicated to reducing America’s power than to defeating our enemies. He has enhanced the abilities, reach and finances of our adversaries, including the world’s leading state sponsor of terror, at the expense of our allies and our own national security. He has overseen a decline of our own military capabilities as our adversaries’ strength has grown.

    Our Air Force today is the oldest and smallest it has ever been. In January 2015, then-Army Chief of Staff Gen. Ray Odierno testified that the Army was as unready as it had been at any other time in its history. Chief of Naval Operations Adm. Jonathan W. Greenert testified similarly that, “Navy readiness is at its lowest point in many years.”

    Nearly half of the Marine Corps’ non-deployed units—the ones that respond to unforeseen contingencies—are suffering shortfalls, according to the commandant of the Corps, Gen. Joseph F. Dunford Jr. For the first time in decades, American supremacy in key areas can no longer be assured.


    The president who came into office promising to end wars has made war more likely by diminishing America’s strength and deterrence ability. He doesn’t seem to understand that the credible threat of military force gives substance and meaning to our diplomacy. By reducing the size and strength of our forces, he has ensured that future wars will be longer, and put more American lives at risk.

    Meanwhile, the threat from global terrorist organizations has grown. Nicholas Rasmussen, director of the National Counterterrorism Center, told the House Homeland Security Committee in July that, “As we approach 15 years since 9/11, the array of terrorist actors around the globe is broader, wider and deeper than it has been at any time since that day.” Despite Mr. Obama’s claim that ISIS has been diminished, John Brennan, Mr. Obama’s CIA director, told the Senate Intelligence Committee in June that, “Our efforts have not reduced the group’s terrorism capability or global reach.”

    The president’s policies have contributed to our enemies’ advance. In his first days in office, Mr. Obama moved to take the nation off a war footing and return to the failed policies of the 1990s when terrorism was treated as a law-enforcement matter. It didn’t matter that the Enhanced Interrogation Program produced information that prevented attacks, saved American lives and, we now know, contributed to the capture and killing of Osama bin Laden. Mr. Obama ended the program, publicly revealed its techniques, and failed to put any effective terrorist-interrogation program in its place.

    We are no longer interrogating terrorists in part because we are no longer capturing terrorists. Since taking office, the president has recklessly pursued his objective of closing the detention facility at Guantanamo by releasing current detainees—regardless of the likelihood they will return to the field of battle against us. Until recently, the head of recruitment for ISIS in Afghanistan and Pakistan was a former Guantanamo detainee, as is one of al Qaeda’s most senior leaders in the Arabian Peninsula.

    As he released terrorists to return to the field of battle, Mr. Obama was simultaneously withdrawing American forces from Iraq and Afghanistan. He calls this policy “ending wars.” Most reasonable people recognize this approach as losing wars.

    When Mr. Obama took the oath of office on Jan. 20, 2009, Iraq was stable. Following the surge ordered by President Bush, al Qaeda in Iraq had largely been defeated, as had the Shiite militias. The situation was so good that Vice President Joe Biden predicted, “Iraq will be one of the great achievements of this administration.”

    Today, Iraq’s border with Syria has been erased by the most successful and dangerous terrorist organization in history. ISIS has established its “caliphate” across a large swath of territory in the heart of Syria and Iraq, from which it trains, recruits, plots and launches attacks.

    On Aug. 20, 2012, Mr. Obama drew a red line making clear he would take military action if Syrian President Bashar Assad used chemical weapons. A year later, Mr. Assad launched a sarin-gas attack on his own people in the suburbs of Damascus. Mr. Obama did nothing—a failure that destroyed America’s credibility and strengthened the hand of our adversaries.

    We now know that the president’s refusal to act came as the Iranians and the U.S. were engaged in secret talks about Iran’s nuclear program. In his new book, “The Iran Wars,” Wall Street Journal correspondent Jay Solomon writes that according to Iranian sources, “Tehran made it clear to the American delegation that the nuclear negotiations would be halted if the U.S. went ahead with its attack on Assad.” The Iranians were now in the driver’s seat, not just regarding their own policy in the Middle East, but in determining America’s.

    President Obama and Secretaries of State Hillary Clinton and John Kerry were so concerned with pleasing Iran’s ruling mullahs that they were willing to overlook the American blood on Iranian hands and decades of Iran’s activities as the world’s leading state sponsor of terror. In pursuit of the nuclear deal, they made concession after dangerous concession.

    Every promise made to the American people about the Obama nuclear agreement has been broken. We were promised a “world-class” verification process. Instead, the Iranians are allowed in key instances to verify themselves.

    We were promised the agreement would “block every pathway” to an Iranian nuclear weapon. Instead, the Obama-Clinton agreement virtually guarantees an Iranian nuclear weapon, gives them access to the latest in centrifuge technology and will likely usher in a nuclear arms race across the Middle East.

    We were promised that non-nuclear sanctions, including those that block Iran’s access to hard currency and our financial systems, would remain in place. Instead, the Obama administration has paid the mullahs at least $1.7 billion in cash, which includes at least $1.3 billion in U.S. taxpayer money, the first installment of which was ransom for the release of American hostages.

    In case there is any doubt that the regime will use these funds to support terror, Iran’s parliament recently passed Article 22 of its 2016-2017 budget, mandating that all such funds be transferred directly to the Iranian military. Fifteen years after 3,000 Americans were killed by Islamic terrorists, America’s commander in chief has become the money launderer in chief for the world’s leading state sponsor of terror.

    Former Vice President Dick Cheney marked the 15th anniversary of 9/11 by accusing President Barack Obama of aiding America's enemies and reducing the strength of U.S. military power. Cheney's critics responded by suggesting he has no right to comment on Obama's war record given his actions as George Bush's VP.

    Cheney voiced his criticisms in an op-ed that was published in The Wall Street Journal on Friday and co-authored by his daughter and candidate for U.S. Congress, Liz Cheney. "Defeating our enemies has been made significantly more difficult by the policies of Barack Obama," they wrote. "No American president has done more to weaken the U.S., hobble our defenses, and aid our adversaries."

    The Cheneys' wide-ranging criticism of Obama focused on several of the president's most controversial decisions as commander-in-chief, such as banning the systemic torture of detainees, pulling ground troops out of Iraq and Afghanistan, scaling back the number of active-duty soldiers, and approving the release of prisoners from Guantanamo Bay.

    "Our next president must recognize that Islamic terrorists pose an existential threat to the U.S., and must instruct the military to provide plans necessary to defeat them," the Cheneys wrote. They stopped short of endorsing a presidential candidate, although Cheney previously said he supported Donald Trump. The Cheneys mentioned Hillary Clinton four times in the op-ed, repeatedly criticizing her for her role in the Iranian nuclear deal.

    On Sunday, "Ex-VP Cheney" trended on Twitter as hundreds of users quoted or referenced the op-ed. Vocativ discovered around 2,000 tweets between Friday and Sunday with the words "EX-VP Cheney," mostly posted by users firing their own scathing criticisms at Cheney.

    Some users pointed out that Cheney was vice president during 9/11, the most catastrophic terrorist attack on U.S. soil in American history. Others noted Cheney was a fierce proponent of the Iraq war, which helped fuel the rise of ISIS, and noted that Bush's administration failed to capture Osama bin Laden. Some users also criticized the Cheneys for choosing the 15th anniversary of 9/11 to air their grievances against Obama's policies.

    Al Qaeda leader, former Gitmo detainee threatens attack on U.S. cities

    A senior Al Qaeda leader and former Guantanamo detainee in Yemen has called for renewed attacks on the U.S. just days before Americans prepare to vote for a new president.

    “We pledge and vow to continue fighting America. Hitting, confronting and striking until it falls back behind the seas. None is upon us except by the will of Allah,” Ibrahim Al Qosi, a convicted Al Qaeda paymaster said in a speech entitled "15 years since the takeoff of the modern crusade."

    The Foreign Desk has obtained a transcript of Al Qosi's speech.

    Al Qosi advises followers to “concentrate your military expedition towards the crusaders and its apostate agents,” calling for renewed attacks against the U.S. while criticizing the Obama administration’s inaction in Syria that has allowed Russia and Iran to take a leading role in the conflict.

    Al Qosi, 54, also know as Sheikh Khubayb al Sudani, is a Sudanese citizen who was detained by the U.S. in Afghanistan in 2001 and served a short prison sentence after admitting support for Al Qaeda.

    He was transferred to Sudan in 2012 as part of a deal to rehabilitate former terror detainees, but in 2015, he resurfaced in Yemen reportedly as a leader with the Ansar al-Sharia terror group, more commonly known as Al Qaeda of the Arabian Peninsula (AQAP).

    U.S. officials Friday alerted federal officials in New York, Texas and Virginia about an unspecified threat by Al Qaeda around Election Day, though a government source deemed the threat “relatively low-level.” Authorities have been told to remain vigilant, according to Reuters.

    It is unclear whether Al Qosi’s speech is connected to the latest threat.

    Al Qosi touts Al Qaeda's legitimacy and power as a terror organization, emphasizing that despite America’s best attempts to destroy the group, they have only grown stronger, expanding to many more locations in the 15 years since the U.S. went to war with Afghanistan.

    “Muslim youth and old” he claims, “are accepting jihad individually and in groups. Battalions are formed and brigades are prepared with fresh blood and enthusiasm.”

    He also accuses America of being a “bystander” in the Syria conflict arguing that the U.S. prevented a no-fly zone that could have saved the lives of women and children and failed to arm rebels fighting Assad out of fear that the weapons could fall into the wrong hands.

    Al Qosi's message extends beyond the U.S. with a stern warning for rival jihadis loyal to the Islamic State to turn away and to realign themselves with Al Qaeda:

    “O followers of the Baghdadi Group, time has come for you to return, repent, and retreat… It is time you realize that you need your ummah and that the ummah needs its every power to defend itself from aggressive enemies.”

    Al Qosi previously appeared in Al Qaeda videos as well as an interview with the terror group’s Inspire Magazine calling for so-called ‘lone wolf’ jihadi attacks against the U.S.

    In July, The Foreign Desk reported on a video showing recruits training at an indoor facility in Yemen with jihadis taunting the U.S. into military confrontation and vowing to fight to capture Palestine and the Al Aqsa Mosque in Jerusalem.

    FBI interviewing Muslims in Texas over alleged al-Qaeda terrorist threat, community leader says

    Investigators from the FBI interviewed Muslims in North Texas this weekend after warnings that al-Qaeda may target the state on the eve of Election Day, a Muslim community leader said.
    The North Texas Council on American-Islamic Relations has received reports that Muslims from Kansas, Oklahoma, Florida and Texas were questioned by FBI agents, according to Alia Salem, the group's director.
    "It was made apparent to us that the FBI has a list of a couple hundred people they are wanting to visit and ask a series of eight generic questions intended to drum up information about the attacks," Salem said.
    The North Texas branch of CAIR has confirmed that three interviews took place over the weekend and that it received reports of five more.
    A representative in the FBI's Dallas field office declined to comment on the reports.

    On Friday, U.S. intelligence officials alerted joint terrorism task forces that al-Qaeda could be planning the attacks the day before the election, according to CBS News. Authorities are taking the threat seriously, a source told CBS, though it could be "aspirational" because it lacked specificity.
    "The FBI and [Department of Homeland Security], working with our federal, state and local counterparts, share and assess intelligence on a daily basis and will continue to work closely with law enforcement and intelligence community partners to identify and disrupt any potential threat to public safety," the unnamed source told CBS News.
    Salem warned the Muslim community about the investigation in a video posted on Facebook and Twitter on Saturday. She said the interviews are nothing to worry about but that Muslims should be aware of their civil rights before FBI investigators knock on their doors.
    "The FBI is important and serves an important role in America," she said. "We're not here to inhibit their work, but to prepare the community in how to address [investigators]."
    If an FBI investigator tries to interview a member of the Muslim community without an attorney present, Salem advised them to request the investigator's business card and let them know that an attorney will schedule the meeting with them.


    Salem said CAIR would provide members of the Muslim community an attorney free of charge should they need one.
    "Muslims, along with fellow Americans, are committed to doing their job in helping to make our community safer," she said. "That includes reporting suspicious activity. But for the Muslim community to be targeted as if we are guilty is inappropriate. If [law enforcement] wants to communicate with specific individuals, there should be no hindrance in doing that with an attorney."
    Since posting the video on Facebook, CAIR has received 17 phone calls from Muslim community members who had been contacted by the FBI, 14 of which were from people in North Texas, Salem said. That's in addition to the three reports that prompted her warning.
    "We are still verifying the validity of a few of the more recent calls, which must be noted, but that's the raw data," Salem said.
    In a written statement, Gov. Greg Abbott said Friday that his office is working with law enforcement officials and monitoring the purported terrorist threat in coordination with the Texas Department of Public Safety.
    "Texans should go about their daily lives as usual, but remain vigilant over the next several days and report any suspicious activity to state or local law enforcement," Abbott said. "The State of Texas will continue to do everything it can to ensure the safety and security of its citizens."
    The DPS issued a statement Friday that said the department is "constantly" in touch with law enforcement and intelligence officials, including the Joint Terrorism Task Force.
    "We can also assure Texans that we adjust our level of vigilance to meet any potential or emerging threats, and will also adjust our security measures as threats warrant," the department's statement said.
