Those areas are patrolled by gun carrying cops. The fact that he was able to shoot so many people and possibly reload indicates that the cops weren't very eager to take him on. The shooter also took steps to setup his alibi by playing the crazy tactic with the FBI. Don't expect a quick conviction.

If laws would make us safe, non of us would have to worry about being killed by someone driving too fast. You can name innumerable examples like this. Adding new laws when all of the common sense ones are already on the books that are constitutional only adds costs to the taxpayers so that someone can get the delusion of security. For once you enact the common sense laws, irrationality kicks in and thinking becomes emotion driven, delusion driven, and the delusional solve nothing, but with hefty price tags. When the sheer numbers of laws make it impossible for one to know them all, and ignorance is no excuse for breaking one, you have the mentally ill in charge of the mental hospitals which makes it tough on the people are supposed to be caring for the patients. IN this case here, outside of blaming the mentally ill, you can point at an inefficient system, or one tied by too many laws which made it impossible to lock the guy up in some padded cell. Going back to the common sense ways of dealing with the mentally ill might save a few lives. Today they end up in our jails for non lethal offenses, for we no longer have federally and state funded mental hospitals to protect the public and the ill. We stopped doing that so we could spend the money on other things, like invading sovereign nations based upon contrived intel and lies, in the interests of elite business interests, and protecting our Petro Dollar. Yep, we need to build more mental units to protect us from these nuts.

We need to bring back our infrastructure for the mentally ill. In the 80s they shut down all the loony bins, and just released them all on the streets. This specific case I would call a failure of the VA, though I am not convinced the "voices" indicate PTSD, there was clearly an issue, and it seems his service broke it wide open. The answer is not gun legislation IMO... it is unfortunately a very expensive investment in mental health infrastructure.

I believe terrorists are also mentally ill. But as to shipping ammo by air, done daily. Guns are also shipped that way. It is not machines, it is humans. No laws will ever completely prevent people from doing something. That's a basic assumption of all laws. So the goal is to prevent as many people as possible from doing the crime. So when gun laws are proposed, the idea is to make less people commit crimes. Whether or not they work is up to debate.
