How would you define the term "native language", would say it is the language one speaks best or is it perhaps the first language one learned?

I feel the term is very flawed and does not make much sense, for example many second generation immigrants grow up only speaking their mother tongue at home to later in life forget parts of - or sometimes even completely forget - their mother tongue, adapting to the "majority language" and embracing it as their own. So to me a native language would be the language one speaks best.
