It -was- occupied land, until Jordan gave up its claim and ceded the land to Israel.
As it belongs to Israel, Israel has every right to settle it.

If Jews are really kicking poor people off their lands that would be unacceptable for me. Unfortunately I can't take any media reports seriously since it seems like the whole rest of the world is against the Jews. It's my belief the the most fortunate Arab/Muslim people in the middle east are the ones who are citizens of Israel.

With regard to the West Bank, there is no dispute between states - thus, international law does not and can not apply.

 

Israel is very clever, they create municipal boundaries for settlements that are 10x larger than the existing footprint, often times thousands of feet away from the existing buildings, so as to build all over the place and yet claim to not be building new settlements.
