yes maybe, but not enough evidence to pass judgement on it. if a coach or the doctor decide to use the drug without athelete knowledge, is that consider state sponsor. in fact i read alot ariticle shows how the government punish these people and establish newly branch to monitor its own doctor/coachs/athelete, they kick out several of their own athelete out of olympic for suspicion on doping before the game start. furthermore, most the trainning the chinese girl done for the pass few year were in australia, she regular been test by aussie for drugs. her coach is ken wood, one of the best swiming coach in the world.
if we look at track & field records we have quite a bit doping record too. as right now there is no evidence to prove shes guilty, so lets leave at that. beside we all grow up with "proven until guilty" maybe we ought to follow that rule instead using it as lip service.
the thing people fail to reliaze as china economy/power raise, they have the money to hire the best coach in the world, buy the best equipment in the world, and a pool of 1.3billion to choose from for talents. china spend hundreds million to train their athelete in china and aboard. they send all their top athelete to US/europe/australia for trainning, sometime years.
She went to Australia for block training, and would return to China for period of time.
It's possible she's a phenomenal swimmer and nothing else, however the experts on the matter red flagged her performance as beyond an unenhanced level.
Couple that with China's track record on doping, not to say other nation's don't do it..but China places tremendous pressure on athletes to win Gold.

it doesn't look good because shes not an american. she went to australia to train, go back to china for a week or so to see her parent, then went back to australia to train and tested by australia drug tester. there is only one expert accuse of her, all the rest including Phelp coach says its a reasonable time. and it seem to me you only read the negative side but never listen the opinion of other expert/anti-dope agency/british drug tester and many more defending her. also this thing already been drop by media, as multiple source says shes clean right now. i mean phelp break several world record, there are expert probably thing hes doping too. all you have right now is accusation nothing more. even the expert who accuse her had gone quite now.
if phelp was not on american team, think how many these expert will accuse him of doping. his record were nothing short of extraordinary, compare to him the chinese girl record is almost nothing.

The United States just won two big gold medals back to back, with Kayla Harrison winning gold at 78kg in Judo and Gabrielle Douglas winning the women's individual all around in gymnastics.
