Isn't there something about your rights not to have to testify against yourself? DNA would constitute that in my opinion.
But your DNA is not testimony; it is physical evidence, no different from fingerprints, which have been used against people in court without worrying about constitutional provisions about not testifying against onesself.

Or maybe just set up a "government-run blood bank?"

Default DNA And Immigration

"DNA And Immigration"

It is possible for the private sector to maintain a DNA record database for citizenship authentication by proxy.

As keylolo mentioned, there is the additional concern that government and private institutions such as insurance actuaries and employers might seek the information for biased advantage in libertarian grey areas.

Thus, the institution which retains the actual genetic information should provide a positive or negative match to test queries without rendering the entire sequence for an unspecified or unauthorized pattern analysis.

And the request should be a lawful process.
