Default War on Hackers?

As someone who's already had his identity tapped into by some slimebag once, I find this to be a pressing issue. How can we have a functioning society when criminals have such an easy time stealthly breaking down the entire economic fabric of our society?
We don't have an infrastructure set up for this and it seems all the forces, private or public, turn a deaf ear unless you've got a lot of money... not that they have enough hands to fix all the situations.

I heard on the radio that there has been a marked change in hackers. A decade ago they were just troublemakers. Now they are the new core of organized crime syndicates.
But what can we do?

I think eventually it will come down to internet police who would be actively trolling the net for hackers online.

Default what to do about hackers.

Here's what we can do.
Develop better security methods, LEARN better security methods, develop SAFER habits while being online.

The only role the Government should have is arresting and jailing people caught in identity theft.

Another big problem when it comes to internet laws; some other countries don't recognise these laws but still their citizens have access to infringe on our rights. They might not be causing the big financial problems as much but they still can do some damage.

"Education" is also a major factor in cracking down on internet crime. Common sense, as well.

It's alarming to know how many people are on the internet without any form of virus scanning capabilities or firewalls. Even more alarming are the things people do on the internet that just set themselves up for problems. I know someone who had a computer, and surfed the internet for years, totally unprotected. When her computer crashed, I was asked to fix it. She had about fifteen megs of malignant spyware and bots on her computer. Her registry was almost impossible to fix, and she was down to about 14 megs of free memory (from 512) because of all the volatile garbage running in the background, without her knowledge.
