I note that the UN reporter did not say that any non-combatants were bound in place as a shield. He used a simile [ as a sort of "shield"].
If you wish to charge that war crimes are taking place, then I urge you to be more careful with your language. No human shields were used. Hezbollah guerrillas were doing exactly what all guerrillas do. They use the population for protection.
The rhetorical excesses of the initial posting is matched by Israel's violent excesses.

Using "the population for protection" is using human shields. It's the same thing. Hezbollah was purposefully setting up their rockets and firing from the UN positions in order to draw fire back in that direction. And now we have PROOF from one of the UN observers who was killed a few days after he complained about it in his e-mail to a Commander.
