If the Europeans sign a truce it will just show that terrorism works quite well. I doubt even the Europeans will do something so ridiculus.

Besides a truce would probably mean:

1. No arrests of suspected Muslims or Arabs in Europe, or the truce is broken.
2. Chechya is handed over to the Chechens and any attacks against Russia cannot be retaliated against, or the truce ends.
3. All European nations pull all troops out of Iraq immediatly.

Several countries who have troops inside Afghanistan.....incljuding Germany.....have said, not only "no....but h*** no! That they would not be intimidated by terrorists & murderers." Italy has already spoken up in Iraq, again a resounding, "NO way."
