What's going on in this specific photo?

Is Taps playing?
Is the National anthem playing?

Taps at a military ceremony, proper protocol dictates
those individuals in uniform render a salute until the music is complete.
Civilians should remove their headgear and place their hand over their heart.

It's still bad form either way...if either Taps or the National Anthem is being
played while this photo was taken.

As a civilian our President should have his right hand over his heart during the playing
of taps.

note the word "if"...

Does anyone know the situation involving that specific photo...
the OP is, afterall...regarding the photo.

See video post #204, Obama places hand on heart during taps.

Photo in post #202 appears to be in the same time sequence of the OP. The caption to the photo says they are saluting Obama upon his arrival.

President Bush not saluting on Veteran's Day:

Now all those who bashed Obama for not acting appropriately can weigh in with how Bush didn't respect the dead, our soldiers, the flag, the country, or know protocol.

YouTube- Obama and the National Anthem
http://www.factcheck.org/elections-2...ing_obama.html

Quote:
...Some have complained that Obama should have placed his hand over his heart during the singing of the anthem, as pictured in the Time photo. It is true that the U.S. Code states that "all present except those in uniform should stand at attention facing the flag with the right hand over the heart." But the word "should" rather than "shall" makes that a recommendation and not a legal requirement. To confirm, we spoke with Anne Garside, director of communication for the Maryland Historical Society – home of the original manuscript of "The Star-Spangled Banner," and asked if anyone could be punished for not placing their hands over their hearts during the national anthem. She quickly replied, "Oh, of course not," adding that "there is no obligation to put your hand over your heart." Garside told us she has been asked numerous times about this rumor and finds the controversy to have "gotten a little bit ridiculous."
"should" not "shall" it's a choice not a requirement.
