You also have private security firms like Blackwater that operate at private corporatiosn but are hired government killing machines. There are about the same number of Blackwater security thugs in Iraq as there are US military personell (about 150,000 each)

Remember Katrina? The government sent in the military and blackwater security - AMERICAN CITIZENS weere shot and killed for stealing or not doing what they were told to do.
