In my state, anyone who would be denied a concealed carry permit is already prohibited from possessing firearms by other statutes. This law makes imminent sense in that context.
You don't have to break a law for police to arrest you. They'll make up something. Disorderly Conduct, Disturbing the Peace, whatever they like.
Holding your rifle will get you arrested in any state. There is a proper way to carry your rifle or handgun that does not involve your hands. And yes, even if you are carrying your rifle properly, paranoid citizens will probably call police. They will respond, and if you are carrying properly, and speak correctly, you will be free to go.
IMHO, it should be for any state that allows CCW permits at all, based on the Full Faith and Credit clause. (and every state currently issues CCW permits).
Well, NH has allowed open carry for a while, which is what you are talking about. That said, it depends on how you are holding your rifle. Carry it slung over your shoulder, and I doubt any cop will bother you. The new thing in NH is constitutional carry, which means all state residents can carry concealed without a permit.
