I don't know when or if or how it might need to be discussed with preschoolers, but in rare instances, one's genitalia may NOT entirely determine or define one's gender, at least not in a standard binary sense.

The Neurological perspective states that human life does not begin until the wiring of the brain get's completed. The fetus exists prior to this happening. If you can not figure out that a living human can not exist until human life begins, I can not help you further.

Obviously this does not give all organisms that do not have the required characteristics.
