I asked the question to solicit answers, not address the question myself. Duh.

 

First you take murders committed by blacks and Hispanics in America out of the equation then you ask Europe to address their murder rates.

 

so black people commit 7x more murder because they're poor, their families don't stay together, their relatives are criminals and mentally ill?

do you understand that you just described black people as basically being the most dysfunctional people on the planet?

No, poor people who come from broken families with histories of mental health, substance abuse and violence issues. Along with a long list of other factors.

The point is that whether or not the are black or white doesn't matter when you break the data down.

 

I think there are cultural factors that lead to murder rates in a group. But education, wealth and other factors partially affect it as well. The best ways to address poverty are pretty obvious to me. We need to make sure that there is a better bridge out of poverty and restructure our higher education spending so that practical majors get the most scholarships, financial aid, and low-interest loans and that there is plenty of it especially for poor people who work hard and get good grades. I would make sure that all schools receive equal funding. We should also take care of our unemployment problem by requiring time and a half pay for overtime work for more than just low-paying jobs. This will mean that employers will hire more people rather than just piling more overtime on just a few. The greater demand for workers and fewer unemployed will mean that employers will boost wages which will help reduce poverty. Another problem is that schools in poor neighborhoods are underfunded and that doesn't make any sense because they are the ones that need it the most. We can also reduce poverty by improving public transportation and public access to the internet because access to jobs and information help reduce poverty.

Reducing poverty will get a lot of people out of a life of crime but a lot of people make bad choices and cause problems. We need tough sentencing for crime to keep criminals off the streets without parole or early release. If you kill then you will meet a quick death penalty. I don't believe in free welfare or making graduating high school easy so if you want to make it you are going to have to work for it.

It’s all well and good but inner city schools already get more funding then most in the burbs, yet perform far worse because of one single factor...Parents.

An inner city school filled with psychotics can’t function. If the parents dont care, the kids don’t care, generally. Exception aren’t the rule.

My wife taught for around 10 yrs before directing for a private school. Her school was highly A rated. Not a wealthy area and not poor either. An average mix of kids from all social tiers. One year they experimented bussing in a group of kids from a very poor part of the county....responding to the usual misguided concerns. 3 of the 15 kids attacked the teachers on day 1 and most were too socially messed up to adjust. Only 2 actually seemed to embrace it. The program lasted only that year because none of the teachers wanted any of these kids in their class and who could blame them.

It all comes down to the Parents. ALWAYS. And the worst Parents are generaly the poorest.

What I think is that some really wealthy people with money to burn should use it to attempt to set up bringing in loads of mentors into the cities to offset the absentee Parents.
