Reagan shut down state run mental institutions. That's when prisons and the street became the mental institutions. Very sad what Reagan did to the mentally ill.

I was there and Napa had a facility about a mile from our home. But it was at the urging of leftists (like the ACLU) who wanted them mainstreamed into society. So they got turned out on the streets with nothing to do, nowhere to go, hanging out on buses, bowling alleys, in shops, McDonald's etc. day after day after day. I doubt they appreciate their "right" to wander aimlessly. It seems more like a curse to me.
