It's a tragedy. The father was likely uneducated and had no idea what he was getting into or the dangers he and his daughter faced. These people are being used by their own governments, false rumors, and the 'coyotes' who use them for financial or sexual reasons.

The Marshall Plan had nothing to do with universal health care. Israel gets aid and US tax dollars are not connected directly to health care. Also, socialized medicine does not work everywhere throughout the world. It's usually two tier.
