He can show up to the capital building at any time. Nothing is stopping him form doing that. However, he can't just get up and start speaking in front of Congress. The House is governed by a detailed set of parliamentary procedures, which make demands of decorum. There are all sorts of rules determining who can speak when and on what, but, in general, as Speaker of the House. Pelosi controls the flow of debate on the House floor. Which means that without her ok, Trump, or anyone else for that matter, could not start giving a speech in the House.

Now with that said, if she starts to play her little games, Trump should go right down to the border and give the state of the union t there. And give her a big middle finger

The Constitution does not stipulate where the speech has to be made. He can make it on the Border and with today's technology the House has access to it.

If pelosi insists on denying trump that authority - which she been careful not to do so far - but if she tries to close the house to trump and invited guests it will set off a brouhaha of historic propotions and seriously hurt the nation

As a consequence, amidst ongoing revelations concerning Putin's covertly assisting Trump in the 2016 election, he has soiled himself even further.

Why should the House Speaker, whose majority control was just voted by most Americans, concede what two years of a Republican being in charge would not?

Trump is at least trying to negotiate. The Dems won't do a THING that lets him protect the country. Think WHO actually cares? Not the Dems.
