He's not a king. He has the highest rank in the military, but the government is civilian run. He has no power in the House or Senate. Period.
This would be like Pelosi and Schumer inviting themselves to the Oval Office to give a press conference.

Both houses have to pass a joint resolution authorizing this. House and Senate. He's not going to get the votes in the House, which means no fancy speech. He will instead be forced to send a letter which was what was done originally.

 

Heres whats happening.

Trump is going to give the SOTU as planned in the house, where he was invited well after the shutdown.

He can call Nancy out on her security claims, and now even more people will be watching, due to nancy's theatrics.

Last years SOTU was epic. This one will be even better.

Nancy can stay or go but either way it will be yuuuge.

 

It doesn't necessarily have to be a letter, we'll see bottom line this pettiness has gotten to a level that the democrats better be careful and not get out in front of their skis.

^ Here's an example of one. Without that, which hasn't been passed and hasn't been set for a vote in either house, there is no SOTU speech on the floor of congress.
He can send a letter, which is how it was originally done, and speak somewhere else if he wishes.

They don't have to let him in, and they don't have to let him talk. They have to RECEIVE THE LETTER, none of them actually has to read it.

He has to give a speech or deliver a letter to the assembled congress. If he can establish a quorum of senators and congresspersons he can have it anywhere he likes. He won't be able to do that however, hence his option is sending the letter.

 

Nobody is going to keep the POTUS out, let alone Trump. He's gonna roar in there and make Nancy appear inept.

And the ironic part is her stall tactics make her seem even more petty and mean more media coverage.
