Require gun owners to carry liability insurance. If their guns are used in a crime they are held liable financially. Insurance companies will not look favorably upon people who repeatedly have their guns "stolen" in a usable state. In this scenario the insurance companies will shut down straw purchases and if the deductible is greater than cost of the weapon then it really makes straw sales not worthwhile. Also, the insurance companies will be all over the development of smart weapons that are useless when stolen. Finally. The attack in Ohio is a prime example of a major problem. The entire event, start to finish, with the cops Johnny on the spot to take the shooter out, lasted between 30 and 60 seconds. He killed 9 and wounded dozens. Nobody needs that kind of firepower. At the very least the insurance companies are going to put very high premiums on those weapons and require all kinds of checks first. The goal here is to prevent many accidental deaths, to make irresponsible ownership expensive, to make it as expensive as possible for gangs to buy weapons, to make mental health an issue in obtaining the weapons and to accelerate the development of smart guns.

Straw purchases are far more common at firearm dealers than they are face to face sales. There is really no need to straw purchase unless you are purchasing from an FFL who is calling in a NICS check.
