While that may be true they are the ones who made it happen. What "made it happen" was the rise of a new wave of antisemitism in Europe in the late 1800's. ie the Dreyfus Affair which galvanized Herzl. And the opening up of Palestine when the Ottomans were overthrown. And yet another wave of antisemitism in the 1930-1940's. If there were no figures like Herzl there would still be an Israel.

"Unproven claims" You need to define what you mean by this. One of the major claims of the bible is their historicity - and gradually through the mists of time this history is slowly coming to light. We now know there is a genetic Jew; there was a proto-Hebrew language; we are finding the civic projects of Solomon; we have found the names for the House of David, Isaiah, Abab; there was an edict of Cyrus and Pontius Pilot was an actual person.
By unproven claims I mean supernatural claims. None of the supernatural events in the Bible are proven. Obviously the fact that Jews existed is not proof that their mythology is true.
