Russia presented Assad with a new Constitution over a year ago. Assad refused. Nothing will come of this.. because Assad doesn't want ANY constitution.
(IMO) Those in power don't abdicate readily. A constitution might be crafted, but the language in such documents is (IMO) vague and subject to interpretation.
