Tuesday on ABC’s “The View,” 2020 Democratic presidential candidate former Vice President Joe Biden had a confusing answer when asked about the coronavirus outbreak.

If Biden wants to appeal to Americans he would be criticizing Democrats for blocking Coronavirus relief to Coronavirus victims.
