LOL. Trump enacted a single ineffective travel restriction in February the proceeded to golf, hold rallies, and fund raise for the next 6 weeks while infections spread, ppe was shipped overseas, and testing was a complete disaster.

Then he funneled European traffic through the UK for a week which worked out great since the UK had one of the highest infection rates at the time.

Meanwhile he still bungled testing, was all talk and no action on the DPA, and downplayed the virus and refused to wear a mask or encourage social distancing.

But yeah, he was "first" on a travel restriction on foreign nationals passing through mainland China. More like 10th, but let's all applaud his little action while we take note that over 200k Americans have died from a virus that is completely widespread.
